Councilman Rico was elected to the Council in 2005.  He has owned Rico Monuments, located in St. Elmo at the foot of Lookout Mountain, since 1985.  He has been an active member of the community, including the Sertoma Club, the American Red Cross, and the city's Human Rights and Relations Commission, having served as chairman.  He and his wife Barbara have one son and three grandchildren.
