Municipal powers (laws) are established by ordinances, which are enacted into law by City Council. To allow for public input, discussion and consideration, each proposed ordinance must be presented and read at two council meetings. Five members must vote affirmatively to adopt any motion, resolution or ordinance.

After final passage on the second reading, resolutions and ordinances are signed by Mayor and the Council Chair and delivered to the Clerk of the Council for filing as a permanent record. The City Attorney incorporates new laws into the Official Code of Chattanooga, which is available online and at the main public library. Council also has powers to amend and repeal laws through the same process.

Violators of the Code are brought before the City or General Sessions Courts.
