![]() 12/7/2007Chattanooga, Tennessee – The City of Chattanooga and the Chattanooga Housing Authority (CHA) will be investing over $600,000 to create permanent supportive housing opportunities for individuals and families experiencing chronic homelessness. Through the HomeAgain program, funds will be used to acquire, construct, rehab or convert housing within the city limits of Chattanooga. “We’re proud to be moving closer to utilizing these HOME funds and making a difference in the lives of those affected by homelessness and poverty,” said Mayor Ron Littlefield. Area nonprofits may apply as a single applicant or in partnership with other entities, such as housing developers. Rental assistance will be made available to eligible grant recipients through project-based rental vouchers provided by Chattanooga Housing Authority. "A lot of effort went into the Blueprint and a lot of hard work is currently being done to update that document. HomeAgain is another tangible sign of real progress. We're pleased to work with the City and area nonprofits to make this happen," said Janna Jahn, CHA’s director of special projects. Funding for the initiative comes from HOME Investment Partnership Funds (HOME funds) which are provided by HUD to expand the supply of decent, affordable housing for low and very low-income families. CHA will act as the sub-recipient of the HomeAgain program and will assist the City by serving as facilitator as well as provide overall project management services for the City through the completion of the development phase. The Request for Proposal (RFP) document will be available starting December 12, 2007 at www.openingdoors.org. RFP’s may also be obtained on site at CHA. A seven-member Selection Committee will be chosen by the City. The committee will be responsible for reviewing and selecting proposals for funding. Committee composition will include individuals experienced in real estate development and finance, grant-making, and nonprofit management and/or social services, as well as representatives from the City’s Neighborhood Services and Community Development Department and CHA. Prospective applicants are encouraged to attend a HomeAgain overview workshop to review program features and requirements. The workshop will be held Monday, December 17, 3:00 – 5:00 p.m., at the Chattanooga Housing Authority, 801 North Holtzclaw. Proposals are due at 5:00 p.m. on Thursday, February 14, 2008.
