Councilman Erskine Oglesby, Jr., is currently the chairman of the Economic and Community Development Committee for 2020-2021, and previously served as the Council's Chairman for 2019-2020. Prior to that, he served as the Council’s Vice-Chairman and Legislative Review Committee Chair for 2018-2019, and chair of the Council’s Economic and Community Development Committee for 2017-2018. Mr. Oglesby represents the precincts of Alton Park 1 & 2, Downtown 1 & 2, East Lake, and St. Elmo.

In his extensive professional career, Mr. Oglesby has worked as Associate Director of Corporate Engagement for the United Way of Greater Chattanooga, being responsible for cultivating relations with community and corporate partners to enhance annual giving, and providing marketing and technical support to nonprofit agencies throughout the region.

Before the United Way, Mr. Oglesby was a Business Services Representative for the
Southeast Tennessee Development District's (SETD) Tennessee Career Center. There he carried the responsibility for marketing Career Center services to area businesses and administering training grants to companies located in Southeast Tennessee. Alongside other accomplishments, he increased employment opportunities in the region by working with local governments in workforce and economic development. Mr. Oglesby also worked as the Regional Disability Program Navigator advocating for employment opportunities and training for citizens with disabilities.

Prior to SETD, Mr. Oglesby worked as Associate Director for the Salvation Army
in Mississippi and Louisiana managing operation centers after hurricanes
Katrina and Rita. Mr. Oglesby was responsible for providing financial assistance, social services, community support after the devastation. He also provided leadership in the allocation of community development grants to counties and parishes rebuilding after Hurricanes.

Mr. Oglesby worked for YMCAs in executive positions in Durham, NC, Boston, MA, Charlotte, NC, and Jackson, MS, where during his tenure he was responsible for building and renovating facilities as well program and community development.

He has worked in Hospital Administration at Riverside General Hospital in Houston, TX, St. Louis University Hospital, and the University of North Carolina Medical Center in Chapel Hill. Mr. Oglesby was employed at Tennessee State University as the Director of the Howard C. Gentry Athletic Complex, where he was responsible for the management and coordination of academics, student life, athletics, and community events.

Oglesby currently serves on the Executive Committee of the Southeast Tennessee Development District and the boards of the YMCA of Metropolitan Chattanooga, Habitat for Humanities for Greater Chattanooga, Chattanooga Neighborhood Enterprises, Tivoli Foundation, Riverbend Festival, Chattanooga Girls Leadership Academy, and Mark Making.

Mr. Oglesby is a past chairman of the board of the Erlanger’s Community Health Centers and has served as Vice Chairman of the City of Chattanooga's Pension Board, Creative Discovery Museum, WTCI-PBS Television, and the Bessie Smith Cultural Center.

He is a member of Omega Psi Phi Fraternity, Inc, the Chattanooga Downtown Kiwanis, and the Tennessee University National Alumni Association.

Oglesby has served as President of the 100 Black Men of Chattanooga, Inc., and Basileus of the Kappa Iota Chapter of Omega Psi Phi Fraternity, Inc. He is currently the 5th District of Omega Psi Phi Fraternity's Treasurer for Kentucky and Tennessee where he is responsible for managing the District's annual budget and investments.

He is a graduate of Tennessee State University and Meharry Medical College, where he majored in Health Care Administration and Planning.

Mr. Oglesby is married to Sheryl Oglesby. They have two children, son Ryan and daughter Dominique. Mr. and Mrs. Oglesby are members of Resurrected Reformed Baptist Church.
