Forms and Permits
The City of Chattanooga is dedicated to promoting and supporting development utilizing solar energy and green infrastructure. Solar panels can be an excellent way to absorb sunlight and generate energy for the community or a single home. The City is committed to facilitating a larger use of solar installation in the private and public realms of Chattanooga.

The attachments provided below will assist residential home owners seeking to obtain solar panel permitting and/or an Energy Conservation Certificate :
Residential Solar Permitting Form
2009 Internal Energy Conservation Code and Checklists
The Residential Solar Permitting Form can be turned in at the Developement Resource Center located at 1250 Market Street Suite 1000. For more information on our location or hours of operation please click here.
All submissions for solar permitting will be reviewed within 3 business days of submission and a response statement will be issued.

General Information about Zoning
There are two types of zoning found in the City of Chattanooga. One is the primary zoning that is found in the majority of the City Limits. The other type, Form-Based Code, is a small area covering the downtown core, riverfront and select parts of the Southside and North Shore areas. Zoning Letter Request Process
You must submit a zoning letter request in writing and include in your letter the address of the property, tax map and parcel number of the property and a check for $75.00, made payable to the City of Chattanooga. If you have more than 1 address and more than one tax map and parcel number, the cost is $75.00 per address. Also, include any special instructions as well.
The turnaround time is 5-10 business days but we do everything in our power to get it out sooner.
We do not accept emailed or faxed requests!

The Zoning Ordinance
The City of Chattanooga Zoning Ordinance, Chapter 38, may be found here.
Board of Zoning Appeals (BOZA)
If your project does not meet the zoning requirements you can request a variance from the Board of Zoning Appeals. You can access the meeting dates and deadlines for applications here. All applications can be turned in at the Development Resource Center in the Land Development Office at 1250 Market Street, Chattanooga, TN 37402. Submissions (applications, site plan and payment) are to be made to Dottie McKinney. The cost is $100.00. You can access the application here.
Rezoning Property
The Land Development Office is not involved with the rezoning of property. To rezone a property you will need to reach out to the Regional Planning Agency (RPA). For more information, please visit their website, click here. To contact their Development Services directly, you can call 423.643.5902
